The Council of Australian Governments (COAG) agreed in 2009 to expand the successful Equipment Energy Efficiency Program to a wider range of products and move the program to a national footing to ensure greater consistency in regulations and administration for Australian businesses. The Greenhouse and Energy Minimum Standards (GEMS) legislation is in response to this agreement and is programmed to be introduced to the Parliamant during the 2012 winter sitting.
